Utility Abilities

Gouge – Gouges the eyes of an enemy target, incapacitating for 4 sec. Damage will interrupt the effect.

Shroud of Concealment is a mass Stealth for 15 secs. Everyone on the group or raid to be in the AoE for this effect also get Stealth. CD 6 min.

Sprint increases your running speed by 70% for 8 secs. CD 60 sec.

Distract allows you to attract the attention of the enemies in the given zone to its center. The effect lasts for 10 secs. CD 30 secs. Can be used under active Stealth.

Tricks of the Trade – after using it on one of your groupmates, for the next 30 secs any your attack activates a 6-second effect that will redirect the danger you create completely onto the ally you’ve chosen.

Sap incapacitates one enemy not in the combat at a time. Requires Stealth. Any damage done on a sapped target deactivates the effect.

Blind allows you to disorient one enemy for 1 min. Any damage some to the enemy deactivated the effect. CD 2 min.

Bribe – Bribes a non-player humanoid target with fool’s gold, convincing it to fight for you for 5 min. CD 30 min.

Kick cuts the spells casted by the enemy and obstructs casting spells of the same school for the next 5 secs.

General information. On achieving several new levels you’ll get access to new talent ‘Tiers’. Talents may have different effect on abilities: add new features, replace old ones, modify passively different effects and spells. Talents can be changed in Sanctuaries or any recreational zones. However, if you don’t have any of those places nearby you can use the Codex of the Tranquil Mind which allows you to switch channels within a minute. You can’t change talents in combat. You can’t change a talent if the talent you’ve picked in the last Tier is on Cooldown. You’ll have to wait until it’s restored first.

Tier 1. Lvl 15.

Swordmaster increases your chance for an extra Saber Slash by 10%. 

Quick Draw – If Pistol Shotis used whenOpportunity is up, it deals 50% more damage and grants 1 CP. It is an optimal talent in the tier granting maximum increase.

Ghostly strike does average damage on a target. Creates 1 CP and increases incoming damage by 10% over 10 secs. CD 35 secs.

Tier 2. Lvl 30.

Acrobatic Strikes increase the range of action or all your Melee attacks by 3m. This is a default choice as it allows you to cover larger areas for AoE damaging, or to reach the main target from larger distance.

Grappling Hook. You pick an area within the 40 m radius, after pressing the left mouse button, you get pulled towards that area with a minor delay due to hook throwing animation. Somewhat reminds of Heroic Leap of the Warrior, except the leap occurs after a short delay. This is a great choice for situations where you need to quickly move somewhere far or evade pushing away mechanics.

Hit and Run simply increases the running speed by 15%.

Tier 3. Lvl 45.

Vigor increases the max Energy stock by 50 and increases its restoring speed by 10%. The best talent for a single target fight. It is taken in the most of the cases.

Deeper Stratagem increases the quantity of CP up to 6; all the abilities for which the power depends on the CP spent can spend up to 6 CP, and the damage they do increases by 5%. Becomes the best talent with x3 Ace up your sleeve traits.

Marked for Death is a talent that allows you to mark your enemy for death and gives you 5 (6 with the Deeper Stratagem on) CP. CD 40 secs, on the target, it stays for 60 secs. If the target dies during debuff, your Marked for Death gets instantly restored. This is by default the best choice for an Outlaw as due to Restless Blades and possibly available True Bearing, it kicks back rather quickly, let alone the various AoE packs of frequently dying enemies. Optimal talent for mythic keys, but forsingle target fight it is a little bit worse thanVigor .

Tier 4. Lvl 60.

Iron Stomach. Your Crimson Vial now restores you 42% of your max Health, and passively increases healing by Warlock’s Healing Potions or Health Stones.

Cheat Death prevents a fatal attack from killing you and enables the following effects: for 3 secs you receive 85% less damage, your health level can’t go lower than 7% of the max; you also get a debuff for 6 mins to remind you that Cheat Death won’t save you from the next fatal attack during this period. Death terminates this effect. This is a choice by default as nothing’s better than a new life, even with a cooldown this long.

Elusiveness. On top of the 40% of the attacks in the AoE, Feint now decreases the damage received in any attack outside AoE by 30%. Sometimes it can be useful. Just listen to the Healers of your group/raid. But keep in mind that the Feint demands 35 Energy and is on for only 5 secs, and it has a 15 secs CD. You won’t be able to keep a high uptime with the Feint and do max damage at the same time.

Tier 5. Lvl 75.

Dirty tricks – Dismantles your controlling abilities.

Blinding powder – Reduces the cooldown of Blind  by 30 sec and increases its range by 15 yards.

Prey on the Weak. After a Gouge, Cheap Shot or Sap, the target receives 10% more damage from any damage source over the active period of the aforementioned effects. In some combats, you’ll have to use Stun or your group/raid may need max damage done to a particular target (one you can stun, for sure). Unfortunately, this effect does not kick in if you’re using Between the Eyes, and in a raid, you can only activate it on some mobs subject to stunning, so the only thing suitable for this is Cheap Shot. But we use Vanish for different causes so under any scenario, this will only bring us to losing dps (your own but not the raid’s, in case you really need to kill the mob, and you’re the only Rogue on your raid. And a pirate!).

Tier 6. Lvl 90.

Loaded Dice – Activating Adrenaline Rush causes your next Roll the Bones to grant at least two matches.

Alacrity provides a probability of 20% per CP spent (so 5 CP make for 100%) that your Haste increases by 2% for 20 secs. The effect can be added up up to 10 times. This one is the best choice in any case because to a certain point, Haste is a great stat, and compensates for Energy deficit during the absence of adrenaline very well. This is a choice by default.

Slice and Dice is a replacement for Roll the Bones. The principle behind it is the same but instead of a random enhancement, you get a buff increasing the speed of attack by 125%, and the Energy restoring speed – by 15%. The duration depends on the amount of CP spent on it. This is a good choice of it’s stability. But it all depends on the condition of your character, so it recommended you simulate first. Doesn’t gain any dps, don’t use it.

Tier 7. Lvl 100.

Dancing steel – Increases the duration of Blade Flurry by 3 sec and its damage by 5%. Choice for AoE.

Blade rush – Charge to your target dealing damage and generating 25 energy in 5 seconds. Has 45 sec cooldown but also renews after finishing moves. When Blade fury  is active deals additional AoE damage. This talent is a choice against single target.

Killing Spree teleports you behind your enemy 7 times in 3 secs inflicting damage every time. With active Blade Flurry, it will teleport you to different targets, and due to the Blade Flurry, it will do 45% more damage to targets around you. Not bad talent granting additional AoE burst. Could be chosen depending on situation.

So we end up with a universal build:

  1. Quick Draw
  2. Acrobatic Strikes
  3. Vigor / Deeper Stratagem / Marked for Death
  4. Cheat Death
  5. Alacrity
  6. Blade rush / Dancing steel

Azerite traits

BfA introduced a new system of traits for items. Helmet, shoulders and chest are now special items improved by azerite. They have a few rings with traits which grant different improvements.

In Outlaw spec we will try to choose the best traits. Here is the list of them:

Deadshot –  This trait allows Between the eyes to increase basic damage from the next Pistol Shot. This damage is increased by a talent from the first tier Quick draw and considered to be the best trait. It is recomended to have 2-3 traits.

Ace up your sleeve –  Every CP spent on Between the eyes is increasing abilities damage and also adds up 2% chance for an instant 4 CP grant after using it. Proc is random but because of the damage burst this trait is good. It is recomended to have 2-3 traits.

Keep your wits about you – Every time your attack leads to Blade fury proc, the chance of additional proc of Sinister strike is increased by 2%, until 33 stacks. Also all additional SInister strikes deal increased damage.That’s why this trait is good not only for AoE but also for single target fights. When it comes to AoE this trait has no rival so it is recommended to have at least 1 of such trait.

Brigand’s blitz. Adrenaline rush increases your haste by 20 every sec, stacking up to 10. Lasts 20 sec.  Trait is not bad but it is not worth taking more than one of such trait because such haste burst is not enough anyway.

All other class traits will be worse and you should avoid them. Besides class traits there are common traits. To find out what to choose you should use chart on herodamage.com or check the different yourself on raidbots.com.

Let’s not forget about minor traits as they grant increase of stats and damage. The best trait in Assassination is Overwhelming power – when it procs it grants haste which is rogue’s priority stat. Another good variant is Gutripper because of its increased execute proc. Most of the time this trait will be useful on mythic bosses because the hardest part in fight is the last phase.

These ratings are based on simulations, statistics of WarcraftLogs and players experience.





Main priorities:

  1. Keep up buffs from Roll the bones. Reroll until you get Grand melee or Ruthless precision  or 2 random buffs. Yes, it is better to stand and roll bones until you gain the effect you need than damaging with non-optimal buffs. The only exception is if the target does not have much time to live then it is better to finish the enemy instead of rolling the bones.
  2. If you have good buffs on, use Roll the bones 2 seconds before they disappear. You can renew bones depending on duration a little bit earlier.
  3. Use Adrenaline rush,Blade rush/Killing spree every cooldown, trying to avoid energy cap.
  4. Use by cooldown, if you have this talent
  5. If you have traits Deadshot and Ace up your sleeve, use Between the eyes every cooldown with 4-5 CP.
  6. Between the eyes is used every cooldown without traits if the buff Ruthless precision  from bones is active.
  7. Use Dispatch when having 5 CP or 4+ with active proc of Opportunity or Broadside
  8. When Opportunity procs use Pistol Shot
  9. In all other situations use Sinister strike to gain CP
  10. Blade Flurry is used on 2+ targets. Note that you are the source of the cleave, not your main target. That’s why the distance for the Flurry will be calculated based on your position. So position yourself in order to hit as many enemies as possible.


  1. 18 seconds before the pull use Marked for death ( if you have it)
  2. 2 seconds before pull use Roll the bones (if you have CP from Marked for death)
  3. In a second use Adrenaline rush, drink prepot (Battle potion of agility or Potion of busting blood), use Stealth
  4. Pull
  5. Ambush
  6. (Roll the bones if you play without Marked for death)
  7. Blade rush
  8. Sinister strike until 4-5 CP
  9. Dispatch/Between the eyes (having required traits or buffs from the bones)

The basic characteristic value is as follows:

Crit > Versatility > Agility > Mastery >Haste

Right now Outlaw’s priority stats are crit and versatility. Mastery is very weak stat and haste number depends on the amount your character has. Just check your character’s stats on raidbots.com in Stat Weights tab. You also could use addon Pawn to import this information in game for the next gear choice.

Based on the aforementioned characteristics and results of your character’s own simulation results, you can draw conclusions on Gems, Chants and Raid Chemicals.

Multi-macro for Tricks of the Trade. If a friendly player is in the target, the Tricks are going to them, if there’s an enemy in the target zone, the Tricks go into your focus. If your enemy is in the target zone, and there is no focus, the Tricks go into your target’s target (tank/boss’s current taget):

What’s next?


  1. Leveling. If your character has been inactive since the previous expansions, the best  option to level up it is by Timewalking dungeons. You will gain a lot of experience, but there is one big disadvantage of leveling this way. Timewalks are available only for one week during a month, but Overgear is always here.
  2. Equipment. At high level, the most important thing for you will become your gear. WoW is a multiplayer game, that’s why we recommend for you to play it with your friends, or to find a new friends for mythic+ runs. If you have any trouble with it – Overgear may help you to find not just friends for a run, but a complete well geared and experienced group that also will be glad to trade all the loot you need.
  3. Raids. Raids are the top-tier PvE content in the game. That’s why the equipment’s base ilvl is higher than anywhere else. These dungeons require knowing all the tactics and have a good gear to kill the bosses. The possibilities of Overgear might let you skip those criteria.
  4. Azerite. It is also not the best idea to forget about the Heart of Azeroth and not to feed it with more Azerite. Ignoring this won’t make your character stronger. The easiest way to do it – just complete all the world quests with Azerite rewards everyday. You can get extra azerite from Island Expeditions. Companions can be found at Overgear.

Acrobatic Strikes is the best talent by far in the row. It works on blade flurry, which allows you to reach stuff no other melee can in dungeons. It also makes it easy to spread out for mechanics on bosses while still keeping melee uptime while not overlapping on nearby melee.

Marked for Deathis an ability that generates 5 combo points and marks the target. If the target is killed while the debuff is active, the cooldown is reset. 1-minute cooldown, reduced by Restless Blades.

Best Pick:

The strongest talent in this row is Marked for Death. This talent does not need any resets on death to outperform everything else in the talent row. It has an average 30~ second cooldown thanks to Restless Blades, which just makes it an insanely efficient combo point generator.

Deeper Stratagem is also fine for single-target, but it’s only 20~, or so DPS in either direction for which is the best, but Marked for Death just has so much upside on any encounter with adds it’s hard to just not use it all the time. It’s highly recommended to use a mouseover macro to make getting really good death resets much more straightforward. One will be linked in the macro section.

Cheat Death: allows you to avoid damage that would usually kill you, It heals to 7% HP, and take 85% reduced damage for 3 seconds. It can only happen once every 6 minutes.

Elusiveness: makes it so feint also reduces the damage of non-AoE attacks by 30%.

Best Pick:

Cheat Death is one of the strongest personal defensives in the game and one of the best talents for progression raiding. During progression, mistakes happen all the time, and having a talent that basically gives every rogue player 1 free mistake during the raid prevents a significant amount of wipes. It can also be used to soak mechanics, but that doesn’t have too many uses for this raid. Elusiveness has its benefits in some specific encounters and maybe on some bosses in a dungeon, but Cheat Death is still just too good to give up.

Dirty Tricks and Prey on the Weak are both very good. Having a free gouge is pretty nice in some instances of energy drought. Prey on the Weak does give you a lot of group damage if you are using Kidney Shot even somewhat frequently.

Best Pick:

Blade Rush is the best talent in the row.

Dancing Steel increases the duration of Blade Flurry, but that doesn’t mean too much because you will end up with almost 100% uptime on it. Killing Spree technically does more damage on up to 7 targets. However, the downside is that it stops you moving out of melee range, which means that Killing Spree is very good at killing you instead.

Talents can be freely changed when out of combat and in a rested XP area (such as an inn or a capital city). Moreover, Tome of the Still Mind IconTome of the Still Mind and Codex of the Still Mind IconCodex of the Still Mind can be used to temporarily allow players to change talents anywhere, as long as they are out of combat.

Optimizing talents on a contextual basis is the highly recommended method of setting up your build, as many talents offer unique strengths in the right situation. We have decided to list a "cheat sheet" of sorts below, however, to help with a quick set-up that should be just fine for most encounters. If you want to fully optimize your ability to play this specialization, we recommend reading the entire talents section here to gain additional insight on when swapping your talents would be beneficial.


Single Target

The build is the standard choice for most encounters, focusing on dealing high and sustained single target damage.



The build is specifically used in any content that requires prolonged AoE damage like Mythic+ dungeons or encounters with a lot of add spawns throughout the encounter.

How To Use Outlaw Rogue Talents

Once you have selected all your talents you might wonder how some of these change your rotation or when best to use certain cooldowns. Answers to these questions can be found by heading over the our section that is specifically addressing all questions regarding your DPS rotation.

Tier 1 (Level 15) Talents for Outlaw Rogue

Tier 1 talents focus on improving Combo Point generation.

Quick Draw IconQuick Draw is the best choice for any multi-target situation.

Ghostly Strike IconGhostly Strike is the best choice for pure single-target. As it increases the damage of all damage you deal, including damage from sources like enchants and trinkets.

Weaponmaster IconWeaponmaster is simply inferior to Quick Draw and Ghostly Strike in terms of raw DPS.


Tier 2 (Level 25) Talents for Outlaw Rogue

Tier 2 talents focus on improving your mobility.

This tier is largely a matter of personal preference, or is specific to the encounter at hand.

Acrobatic Strikes IconAcrobatic Strikes is a good choice on cleave encounters as it also extends the length of your Blade Flurry IconBlade Flurry. It essentially increases the radius of your Blade Flurry by 3 yards, which more than doubles the size of the area where enemies can be hit with Blade Flurry. It can also allow you to stay in range of your enemy and avoid melee-based abilities by outranging them.

Retractable Hook IconRetractable Hook is a decent alternative if the repeated use of the hook allows for higher uptime on your main targets, or whenever it can be used to avoid knockback effects.

Hit and Run IconHit and Run is only good for kiting or moving between targets.


Tier 3 (Level 30) Talents for Outlaw Rogue

  • Vigor IconVigor increases your maximum Energy by 50 and increases Energy regeneration by 10%.
  • Deeper Stratagem IconDeeper Stratagem increases maximum Combo Points to 6, allows finishing moves to consume 6 Combo Points, and increases the damage of finishing moves by 5%.
  • Marked for Death IconMarked for Death marks a target and instantly generates 5 Combo Points. The cooldown is reset if the marked target dies.

Vigor IconVigor is the simplest to use while being slightly worse than Deeper Stratagem.

Deeper Stratagem IconDeeper Stratagem leads to a slightly slower rotation (as compared to Vigor IconVigor) but your finishers will gain increased effectiveness and damage. In certain gear combinations this can be marginally better on single-target than Marked for Death

Even without cooldown resets Marked for Death IconMarked for Death is usually the highest damage option, in particular on AoE.


Tier 4 (Level 35) Talents for Outlaw Rogue

Tier 4 talents improve your personal survivability.

Elusiveness IconElusiveness is technically the best talent in most situations, but requires you to be extremely proficient with Feint IconFeint usage and very aware of incoming damage.

Cheat Death IconCheat Death is a good choice for players in a raid environment, as it is entirely passive and great for soaking raid mechanics when needed. Generally, Cheat Death is best for learning encounters and soaking high damage mechanics, whereas Elusiveness is great for soaking frequently occurring mechanics.

Iron Stomach IconIron Stomach is by far the best choice for leveling and solo content, as it improves your self-sustainability noticeably. Iron Stomach does not have much potential in a raid environment.


Tier 5 (Level 40) Talents for Outlaw Rogue

Tier 5 talents focus on improving your crowd control utility.

Prey on the Weak IconPrey on the Weak is the strongest option in this tier, as it allows you to increase everyone's damage by 10% for 6 seconds, on stunnable enemies. While many enemies are immune, this is still the best of all available options.

Blinding Powder IconBlinding Powder can be useful, if you need to hard crowd-control some mobs, as it gives you more range for it, and lowers the cooldown. However, there are generally better crowd control abilities available from other classes.

Dirty Tricks IconDirty Tricks has practically no raid usage as most enemies in raid instances are immune to any of the listed abilities. It is however the best option for Mythic+, as it allows you to freely use Gouge IconGouge to disrupt enemies.


Tier 6 (Level 45) Talents for Outlaw Rogue

Tier 6 talents offer finisher modifiers.

Alacrity IconAlacrity is the best choice in raids and dungeons, provided you are able to consistently maintain your stacks for most of the encounters.

While Loaded Dice IconLoaded Dice does help reduce the random aspect of Roll the Bones IconRoll the Bones a bit, it currently lags too far behind Alacrity IconAlacrity to be competitive for damage.

Dreadblades IconDreadblades is a mediocre option due to the amount of burst damage you can deal during its duration, but still performs worse than Alacrity IconAlacrity.


Tier 7 (Level 50) Talents for Outlaw Rogue

Tier 7 talents focus on shifting the playstyle in new directions.

Killing Spree IconKilling Spree is the best choice for 3-5 target encounters and can be quite potent in Mythic+. It does, however, force you to jump around your enemies during its duration which can put you in dangerous spots or even in front of a cleaving enemy, so it is best used with care. Depending on gear it can also be the best choice on single-target.

Blade Rush IconBlade Rush is often the best for single-target and always best for larger-scale AoE as its AoE component does not have a target cap.

Dancing Steel IconDancing Steel is only helpful for ease of use, as you should already be able to maintain close to 100% uptime on Blade Flurry IconBlade Flurry. If you struggle with your Blade Flurry uptime in Mythic+, this talent is a good alternative, but should never be required.


PvP Talents (War Mode)

In Shadowlands, there will be the option to go into "War Mode". Enabling War Mode provides the following benefits:

  • PvP talents enabled in the outdoor world.
  • 10% increase in World Quest rewards at maximum level.
  • 10% more experience gained while leveling.
  • Earn Conquest Points which can reward gear every week.

With the benefits of enabling War Mode for leveling and PvE content, it is recommended to enable the feature to maximize your leveling and rewards at maximum level. However, you will make yourself available for open world PvP, and the possibility to be "ganked" while leveling or doing World Quests exists.


Outlaw Rogue War Mode Talents

In this section we will rank the PvP talents best for leveling and doing solo / small group PvE content. Below is a ranking of both General PvP Talents and Outlaw Rogue-specific PvE talents.


Outlaw Rogue PvP Talents

  1. Take Your Cut IconTake Your Cut causes you and allies within 15 yards to gain 15% Haste for 8 seconds after you use Roll the Bones IconRoll the Bones. It is fairly good, since it acts as a mini-Adrenaline Rush IconAdrenaline Rush and has decent uptime when you are questing in the open world.
  2. Boarding Party IconBoarding Party makes Between the Eyes IconBetween the Eyes increase the movement speed of all friendly players within 15 yards by 30% for 5 seconds. Movement speed is always nice while world-questing, so this highly recommended.
  3. Enduring Brawler IconEnduring Brawler increases the chance for your Sinister Strike IconSinister Strike to hit an additional time the longer you remain in combat. While this will be only a small gain in most engagements with enemies in the open world, it is very potent when trying to kill Elites, chain-pulling, or fighting World Bosses.

If you are new to the class or spec, it is best advised to start slow by starting with a straightforward build to get a better handle on the core mechanics and interactions. This build is only marginally worse than the most optimal way to play the spec, so there is no need to worry at all about potentially lagging behind fellow Rogue players while you get to know the foundations of Outlaw.


The Basics for Outlaw Rogue

Outlaw is a specialization that revolves around the management of several personal buffs. Once you acquire the correct types of buffs, you build Combo Points to unleash in powerful and bursty finishers. In this section we will be focusing on a setup that minimizes the amount of buttons and reactivity necessary without unduly compromising overall damage output.

Best Covenant, Soulbind and Conduits for Outlaw Rogue

We recommend selecting Necrolord as your Covenant and Bonesmith Heirmir as your Soulbind. Necrolord is a solid Covenant choice that offers lot of flexibility and even more survivability, while greatly boosting your damage for single-target, cleave and AoE. It is good for both raids and Mythic+. Kyrian is slightly better in pure single-target situations.

Choose these Conduits for your Outlaw Rogue:

When playing any Covenant other than Night Fae, make sure to use your covenant specific Conduit as your second Potency Conduit.

Best Domination Shards for Outlaw Rogue

All three Domination Shard sets are very close to each other in performance. The Frost Set bonus will perform best at most gear levels. You will want to run Shard of Bek IconShard of Bek and Shard of Dyz IconShard of Dyz as additional Shards, but you should focus on getting all 3 Frost Shards and Shoulders for the set bonus first.

Basic Rotational Priority for Outlaw Rogue

Always make sure to have Instant Poison IconInstant Poison applied.

  1. Use Adrenaline Rush IconAdrenaline Rush on cooldown.
  2. Activate Blade Flurry IconBlade Flurry if more than one target is present and stacked.
  3. Use Roll the Bones IconRoll the Bones on cooldown unless you have True Bearing IconTrue Bearing, Broadside IconBroadside, 2 buffs that are not Grand Melee IconGrand Melee and Buried Treasure IconBuried Treasure or a 5 buff.
  4. Use Blade Rush IconBlade Rush on cooldown.
  5. Maintain Slice and Dice IconSlice and Dice.
  6. Cast Between the Eyes IconBetween the Eyes on cooldown when you have 5+ Combo Points.
  7. Cast Ghostly Strike IconGhostly Strike on cooldown.
  8. Use Marked for Death IconMarked for Death on cooldown.
  9. Use your Covenant ability on cooldown.
